Retaining Wall Drainage in Newcastle
Before any retaining wall goes in, three things sit outside the wall itself: how much soil the job disturbs, whether the lot is flood-affected, and what is buried nearby. City of Newcastle's soil management chapter, its flood and planning certificates, and a free pre-dig check between them cover all three.

What retaining wall drainage in Newcastle actually involves
The DCP's soil management chapter applies to “all earthworks, as defined in the LEP 2012” that result in disturbance of the soil. For works disturbing less than 250 m2, the scale of most retaining wall jobs alongside landscaping, driveways and pool installation, no formal Erosion and Sediment Control Plan is required, but the person doing the work should still put appropriate sediment control in place before work starts. Where works fail to control sediment and it pollutes, “on the spot penalty infringements can be issued”.
Is the lot flood-affected, or in a mine subsidence district?
A section 10.7 planning certificate states matters City of Newcastle is aware of that affect the land, including whether it is in a mine subsidence district, a conservation area, subject to flood-related development controls, or susceptible to acid sulfate soils. It is typically emailed within 5 business days, and the 2026/2027 fee is A$73 per certificate, with no GST, charged for each lot. A separate flood information certificate gives more detail on flooding behaviour and minimum floor levels for planning: a general certificate is typically issued within 10 to 14 business days, an urgent one within 2, and application fees vary.

Before you dig
Lodge a free Before You Dig Australia enquiry before any digging, whatever the wall's size. A wall's drainage must also stay inside the property: the concrete sleeper page covers the DCP's boundary and subsoil drainage lines, and the main page has the licence and approval lines.
